Outcome Performance Measures of Environmental Compliance Assurance: Current Practices, Constraints and Ways Forward

This report analyses the current practices of ten OECD countries in the use of quantitative indicators characterising outcomes of activities to ensure compliance with environmental pollution prevention and control regulations. It provides recommendations to environmental enforcement authorities on how to better measure the effectiveness of their efforts, improve their strategic planning and allow policy makers and the public to see the actual impact of compliance assurance programmes.

Global warming: ending fuel subsidies could cut greenhouse gas emissions 10%, says OECD

Careful phasing-out of fossil fuel subsidies can be a low-cost way to meet part of the targets announced following the U.N. climate conference in Copenhagen. According to new OECD analysis based on data from the International Energy Agency (IEA), ending fossil fuel subsidies could cut global greenhouse gas emissions by 10% from the levels they would otherwise reach in 2050 under “business as usual.”

Publication of the Guidance Manual for the Testing of Manufactured Nanomaterials: OECD’s Sponsorship Programme; First Revision

This is the first revision of the Guidance Manual for the Testing of Manufactured Nanomaterials, first published in 2009, accompanied with Annex III (Data Sharing Template Format) and Annex IV (Alternative Test Methods). This document is intended to support the testing undertaken in the context of OECD’s Sponsorship Programme and to ensure that the information collected from this testing programme be reliable, accurate and consistent. It was always envisaged that this would be a living document and will be updated/amended in an iterative manner.

Publication of the Preliminary Guidance Notes on Sample Preparation and Dosimetry for the Safety Testing of Manufactured Nanomaterials

This document aims to assist sponsors of the OECD Sponsorship Programme as well as others involved in the safety testing of manufactured nanomaterials, through providing general and common issues as well as specific considerations on sample preparation and dosimetry. The part of specific consideration includes: i) physical chemical properties; ii) ecotoxicity studies; iii) degradation, transformation and accumulation; and iv) health effects. This documents will be updated/amended iteratively based upon knowledge accumulation in the future.

OECD releases preliminary findings on green growth

Green growth provides opportunities for new green industries, jobs and technologies. The Interim Report of the Green Growth Strategy provides some first insights into how countries can achieve greener growth, and discusses what steps countries have already taken, as well as some of the barriers to transition. It also proposes a framework for green growth strategies to help ensure an efficient shift to more sustainable economies.

International meetings on carbon markets, post-2012 climate framework

The OECD has recently held two international meetings on climate change issues. The Global Forum on a post-2012 climate framework focused on climate finance, capacity building, national climate strategies, and reporting under the UNFCCC. The Global Carbon Markets Workshop focused on new issues and players in carbon markets post-Copenhagen, and explored how countries can prepare for and navigate the current “patchwork” approach to carbon markets.

Making sure that materials are managed sustainably and used efficiently through their life-cycle is vital to economic growth, environmental quality and sustainable development. A shift from “end-of-life” thinking towards a more integrated life-cycle approach is urgently needed and will be discussed at the OECD Global Forum on Environment in October 2010 in Belgium: OECD and non-OECD governments as well as all actors in the materials life-cycle (i.e. business, NGOs, consumers) will meet to discuss coherent policy approaches for Sustainable Materials Management (SMM).

Assessment and Recommendations of the 3rd OECD Environmental Performance Review of Japan

The OECD released the Assessment and Recommendations of the Environmental Performance Review of Japan. The full report will be launched on the occasion of the 10th meeting of the Conference of the Parties to the Convention on Biological Diversity, to be held in Nagoya (Japan) from 18 to 29 October 2010. Japan is the first country to undergo a third OECD Environmental Performance Review.

OECD Programme on the Safety of Manufactured Nanomaterials 2009-2012: Operational Plans of the Projects

The OECD programme on the safety of manufactured nanomaterials aims to ensure that the approach to hazard, exposure and risk assessment is of a high, science-based, and internationally harmonised standard. This programme promotes international co-operation on the human health and environmental safety of manufactured nanomaterials, and involves safety testing and risk assessment of manufactured nanomaterials. This document compiles the operational plans (2009-2012) for the implementation of each project of the Working Party on Manufactured Nanomaterials (WPMN).
